I would start out with organizing the local bikers. Once there is an established trails organization there it would be easier for IMBA to recognize you. Anyway what is really important is that trail work (both physical and political) is done at the local level. I can send you sample bylaws for your club which you can adapt to your needs. I wish you the best of luck and admire what you are trying to accomplish. I will forward this to the IMBA listserve hopefully it will help.
